Welcome to Arc: Heroes & Villains

Welcome to Arc, the city of heroes and villains. 

Most supers are born with their abilities and can access them from birth. However, for some their super-human abilities develop later on. 
When someones powers develop, they must go into the Office of Super-Hero Abilities to begin a test one year after their abilities develop. The test will determine if they are a hero to be praised or a villain to be outcast.
